During the Instructor Certification Exam for Rutabaga in Milwaukee, we got perfect Open Water conditions. Sea were 3-5' with winds ~15 knots. For Level 4 Open Water candidates, performing a paddle float rescue is these conditions is required.
Here Gordy has wet exited, hanging onto his boat & paddle and started to inflate his paddle float which is accessible. These are key points!
